Palm View

The Palm View, opened in 1998, is a 40-unit apartment complex that provides homes to low-income people with HIV/AIDS. The Palm View is located on Palm Avenue in West Hollywood, CA.

The Palm View consists of three newly-constructed buildings surrounding an outdoor courtyard. The buildings contain 29 one-bedroom units (avg. 600 square feet), 11 two-bedroom units (avg. 800 square feet), and a 49-space parking garage. The management office and the apartment of the property manager are located in a restored bungalow at the front of the property. A second bungalow provides common areas which can be used by all residents, including a large living room, a kitchen and a multi-purpose room. The Palm View totals 33,800 square feet and was designed by Killefer Flammang Purtill Architects.

An important element of The Palm View is the "enhanced management" program. This program combines standard property management practices with referral to community service agencies, information about support services and community building activities. A Resident Services Coordinator is responsible for maintaining contact with residents and monitoring their need for social services.

The Palm View is a collaborative project between The Actors Fund, the West Hollywood Community Housing Corporation, Housing for Entertainment Professionals and various funders. The buildings are managed by the West Hollywood Community Housing Corporation. Most of the residents will be entertainment professionals referred to The Palm View by The Actors Fund. The project is funded by The Actors Fund, the City of West Hollywood, the Community Development Commission of the County of Los Angeles, Citibank, F.S.B., and the Enterprise Social Investment Corporation which syndicated $4 million of low-income housing tax credits.

Eligibility requirements for housing in The Palm View are based on occupancy and annual income criteria, and residents must be diagnosed with AIDS. Household size for a one-bedroom apartment is one to two people, and occupancy for a two-bedroom apartment is two to four people. The annual income to qualify as a Palm View resident must be below $20,850 for one person, $23,800 for two people.
